Wa East GES Office Saga: Your decision to relocate GES office to Bulenga won’t work-South Sissala development association cautions Director

The South Sissala Development Association has issued a warning, stating that they will not allow Madam Ayisha Jinsung, the district education director, and some officials from the Wa East Education Directorate to relocate the GES office from Funsi, the district capital, to Bulenga, a sub-district.

According to the association, after two decades of establishing the Wa East District, the office of the Ghana Education Service still operating outside the district capital. This has led the staff to abandon their official bungalows and offices, making it difficult for residents to access their services when needed.

Earlier, at a press conference in Funsi on April 26, 2024, a leading member of South Sissala Unity for Development, Tuduro Jakeri Alex alleged that “top government officials left their residences and staying in the Wa Municipality.”

He emphasized that, staff of most of the offices including the district education directorate do not come to the district and rather work from the regional capital        despite the availability of office space in the district capital.

On 3rd November, 2021 a sister radio station in Upper East A1radio, posted on their website’ “The newly confirmed District Chief Executive (DCE) for the Wa East Dr. Suleman Edwurah Mahama Kandi has directed all government agencies and departments who are supposed to operate in the district and yet are situated at Wa, the regional capital to relocate permanently to the Wa East District by close of the year.

Following several reports by the media and calls from opinion leaders in the district concerning the relocation of the district education office, the office has finally been moved but this time to a sub-district Bulenga, Where most of the top officials including the district director madam Ayisha Jinsung spent much of her time and abandoned the main office in Funsi the capital of Wa East.

Pulung news paid a visit several times to Bulenga where the alleged district office is situated and confirms that, the director and other officials from the Ghana education service was sighted in the same building usually on week days. But the team has not yet confirmed if they were present in their capacity as GES officers.

On several occasion the news team have also visited the office in Funsi and discovered that nobody was in the office and it has been abandoned for months today. Sometimes few staff of the GES is found there except the district education director.

A call was placed by one of the reporters from Pulung fm to the director and she said “we went to Loggu for monitoring, and I am just going back to my office in Bulenga”

As part of efforts by the news team to find more to the story, the news team ask a specific question after the DCE Hon. Ewurah Kandie Sulemana has gone to file his nomination to contest in the 2024 parliamentary election.

“Please I hope, are you seeing me well?, you can see? I will take you to GES office. What we have, what we have and we intend to even add more is to make the delivering points of education general and accessible to the people”. This is a satellite office, we have the district capital and have all the quarters and the departmental heads are here”.

“I keep saying whoever have something to do with the director or any director and the person ask you to come to any part of this district apart from here, please ask him or her that you are in the district capital and you are waiting for the person in the district capital”.

FACTS YOU NEED TO KNOW

The district education director madam Ayisha Jinsung and other departmental heads in the Wa east district have abandoned their offices and bungalows and staying in Wa. The district agriculture office in the capital is partly occupied by National Identification Authority. Also the education directors’ official bungalow is occupied by the Assembly’s electrician Mr. Sumaila Haruna.

According to the Local Government Act, Act 462 of 1993, the RCC is an administrative and coordinating rather than political or policy-making body. As stated in the Act, its functions are to:

-Review and coordinate public service generally in the region,

-Resolve any conflict between a District Assembly and an agency of Central Government, public corporation, statutory body, Non-governmental Organisations and individuals.

Pulung news understands that, elders from the Wa east district capital have met with the Upper West Regional coordinating council and other stakeholders concerning the relocation of the GES office to Bulenga but they are yet to hear any positive response.
